About the Role
Uber Payments B.V. (Uber Payments EU) is an Electronic Money Institution licensed in the Netherlands, operating Uber’s regulated payments ecosystem in the European Economic Area.
We are seeking an Operations Manager to take ownership of Uber Payments EU’s operational regulatory obligations and strengthen the governance and oversight framework. In this role, you will report directly to the Head of Operations, Uber Payments EU and act as the primary liaison between Uber Payments EU and various other teams within the Uber group and the various vendors. You will ensure that operational and resilience requirements are fully integrated into the day-to-day operations.

Payments Operations ensures Uber Payments EU operates with strong operational control, regulatory compliance, and resilience across all payment flows and supporting technology.
This role sits within Uber Payments EU’s Operations team and is a hands-on operational owner responsible for executing and maintaining the third-party management and outsourcing framework for payments infrastructure.
The role is a direct owner of processes, controls, and execution across the full outsourcing lifecycle, ensuring that regulatory, security, and operational requirements are translated into working systems and continuously enforced. It requires a strong regulatory background, balanced operational judgment, the ability to translate risk into action, and consistent ownership of control effectiveness.
What you’ll do
- Own first-line oversight of third-party management for Uber Payments EU, ensuring all outsourcing arrangements meet regulatory, security, and operational standards
- Act as the primary Uber Payments EU counterpart for various Uber group teams, challenging and validating outputs (risk assessments, due diligence, control frameworks) to ensure they reflect real operational risk, and are fit-for-purpose
- Review and independently assess third-party risk artifacts (e.g., IRA, ISRA, detailed assessments), identifying gaps, inconsistencies, and misalignment with actual system usage and data flows
- Ensure all third-party arrangements are correctly classified (outsourcing, ICT, criticality) and fully captured in required registers with audit-ready documentation

Own ongoing operational governance of third parties, including:
- Performance monitoring (SLAs, KPIs)
- QBR execution and follow-ups
- Tracking and escalation of performance issues
- Monitor risk signals across vendors (incidents, control failures, subcontracting changes, audit findings) and assess impact to Uber Payments EU’s operations
- Drive issue management by ensuring all identified risks and control gaps are logged, tracked, and remediated through formal processes
- Maintain continuous visibility on third-party risk posture and provide clear, structured reporting to internal stakeholders
- Ensure audit and regulatory readiness by validating completeness and accuracy of documentation, controls, and evidence across all outsourcing arrangements
- Drive accountability across various internal Uber teams to ensure controls are not only designed but consistently executed
- Translate regulatory and risk requirements into actionable operational expectations, ensuring they are embedded into day-to-day processes
What you’ll have
- 5+ years experience in Payments Operations, Risk, Compliance, or Program Management within a regulated or technology-driven environment
- Experience working cross-functionally with both technical teams (Engineering, Product, Security) and control functions (Risk, Legal, Compliance, Audit)
- Strong understanding of operational control frameworks, risk management, and process governance
- Experience managing complex, cross-functional processes with multiple stakeholders
- Ability to analyze data, validate outputs, and translate findings into operational actions and to identify automated solutions for routine functions and leverage AI tools to augment strategic decision-making

Preferred qualifications & experience
- Experience in regulated payments, fintech, or financial services
- Familiarity with third-party risk management and outsourcing frameworks
- Exposure to regulatory environments (DORA, PSD2, GDPR, EBA guidelines)
- Experience supporting audits, regulatory reviews, or control testing
- Experience working with reporting tools, dashboards, or operational data pipelines
- Strong attention to detail and control discipline
- High ownership and accountability for operational outcomes
- Ability to challenge and validate work from other functions independently
- Structured problem solving and issue resolution
- Clear, concise written communication and documentation
- Ability to operate effectively in ambiguous and evolving environments
